Cook Inlet platforms are exempt under a unique National Pollution Discharge Elimination System (NPDES) waiver.  The US Environmental Protection Agency (EPA) 1996, estimates that they discharge more than 2 billion gallons per year, of oily water, which equals more than 70,000 gallons of crude oil per year.  Recent Exxon Valdez Oil Spill Trustee funded studies show hydrocarbon levels as low as 1 part per billion can kill juvenile salmon.
